Taking down a house outside city limits in Marion County starts with a demolition permit from Marion County Building Safety. Inside Ocala city limits, the City of Ocala issues the permit instead. Marion County inspects the job twice, and we plan the work around both inspections.
The first inspection checks that the utilities are disconnected. The power company disconnects the electric service, and the gas company pulls its meter. The water meter or well is capped. A septic tank that will not be reused needs a state abandonment permit before it is pumped out and filled.
The final inspection checks that the site is clean and all debris is removed. Florida law requires contacting 811 at least two full business days before demolition or digging starts. That gives the utilities time to mark their buried lines.
Concrete removal means breaking an old slab into pieces a skid steer can load. A cracked driveway, a sunken patio, an old sidewalk or a barn floor comes out the same way. Footings under an old building can come out too.
Where the debris goes depends on what it is. Marion County Solid Waste lists concrete, asbestos and mobile homes among the items it no longer accepts. The county's recycling centers do not take construction or demolition materials. Other demolition waste can go to the county's Baseline transfer station, which charges by weight.
Florida law counts uncontaminated concrete, brick and glass as clean debris. Clean debris can be used as fill without a solid waste permit, though other permits may still apply. The rest goes to a facility permitted to take demolition debris.
Older buildings can hold asbestos in materials like shingles or flooring. Under the Florida Building Code, every demolition permit carries an asbestos notice. It covers the state asbestos law and notifying the Department of Environmental Protection before asbestos removal.
Commercial and public buildings, and apartment buildings with five or more units, fall under federal asbestos rules. They must be inspected for asbestos before demolition. The state also needs written notice at least 10 working days ahead, even when no asbestos is found. Homes with four or fewer units usually fall outside those rules.
If asbestos turns up, Florida law requires a licensed asbestos contractor to remove it, with a few narrow exceptions. State law requires the survey itself to come from a licensed asbestos consultant. We schedule the demolition around that work and the notice period.
