The Villages is a 55-plus community spread across Sumter, Lake and Marion counties, about 20 miles south of Ocala. The developer builds the homes: deed restrictions give it the sole right to build the home on each homesite. The same restrictions call for a concrete driveway at each home. So the concrete work here is what homeowners add later, usually with approval from the Architectural Review Committee (ARC).

What Can You Build in The Villages?

Some projects are off the table inside The Villages. Deed restrictions say storage and utility buildings must attach to the home, so detached barns and sheds are out. The golf cart paths are not a homeowner project either.

What homeowners can add is flatwork, inside their district's rules. That covers lanai slabs, patios and pool decks, plus front walkways and sitting areas. It also covers driveway extensions and small pads for an air conditioner, pool equipment or a generator.

Screen rooms and birdcages need a concrete or other finished floor. The door pad outside one can be no larger than 4 by 4 feet. The enclosure company builds the cage; we pour the slab under it.

Driveway Extensions, Coatings and Pavers Differ by District

Each district has its own ARC manual, so no single rule fits every district. In District 1 and in Districts 13 to 16, a driveway extension must attach to the driveway the developer built. It must serve a garage, such as a garage expansion or a golf cart garage. It must also match the existing color, coating or pavers.

Coatings and pavers are where the districts split. District 1 requires ARC approval for painting, coating or pavers on a home's driveway. Districts 13 to 16 skip it for homes and Patio Villas, but hot, electric, neon or bright colors stay banned.

In Districts 13 to 16, a Patio Villa may widen its driveway 2 feet at most on each side. A Courtyard Villa there cannot widen or extend its driveway, corner villas aside. Its golf cart garage driveway can be 6 feet wide at most. In District 1, Courtyard Villa driveway color or pavers need a petition signed by 75 percent of the unit's homeowners.

ARC Approval First, Then the Building Department

The homeowner submits the ARC application, with a site plan showing property lines, easements and the new work. There is no fee, and the committee reviews more than 300 applications a week. The District 1 manual names a concrete patio as an example and says approval must come before any work starts. There, an approval stays good for nine months, with one extension of up to nine more.

ARC approval is not a permit. Permits come from the city or county building department, which depends on where the home sits. Inside Wildwood, where District 16 was set up in 2025, Sumter County issues the building permits. Homes on the Marion side, in unincorporated Lake County, Lady Lake or Leesburg use that area's building department.

Sumter County's no-permit list includes concrete flatwork, and pavers that are not part of a pool or spa deck. Its driveway page requires a no-charge permit to add a driveway, change its surface or widen it at the street. Inside Wildwood, the city also has its own residential driveway permit and impervious surface application. We plan the pour around the ARC approval and any permit your building department wants.

Wet Sand, Limestone and Drainage Under a Villages Slab

Sumter County's ground runs wetter than Marion's. On over half of Sumter County, NRCS data puts the wet-season water table within about a foot of the surface. Limestone sits at or near the surface on about 60 percent of the county. The Florida Geological Survey logged subsidence reports inside The Villages in 2024, though it does not field-check most reports.

That is why the base matters under a lanai slab or a driveway extension. The survey lists poorly compacted soil after digging among the causes of settling that can look like a sinkhole. We strip soft soil, compact the base and slope new concrete away from the house. Florida's residential code requires hard surfaces within 10 feet of a home to slope at least 2 percent away.

Approval does not shift the drainage risk. The manuals say homeowners stay liable for building into an easement or blocking drainage, even with approval. In Districts 1 and 13 to 16, a home's patio must stay 3 feet off side and rear lot lines. Can you build a custom home or a barn in The Villages?
Not inside the community. Villages deed restrictions give the developer the sole right to build the home on each homesite. Storage and utility buildings must attach to the home, so detached barns are out too. On private land outside the community, we build custom homes, barndominiums, barns and metal buildings.
Do I need ARC approval for a driveway extension or a patio?

What does a driveway extension or lanai slab cost in The Villages?

Can I add a golf cart path from my home to the cart paths?
Not on your own. In Southern Oaks, for example, any new path onto a road or cart path needs the developer's written approval. What homeowners can add is a driveway to a golf cart garage, inside the district's size rules. The manuals require it to match the existing driveway's color, coating or pavers, so we plan the finish around that.
Do you pour pool decks in The Villages?
Yes: a pool builder builds the pool, and we pour the deck around it. We also pour decks around existing pools. A deck on a stem wall or raised foundation has to show, with its height, on the ARC site plan. Sumter's no-permit list excludes pavers that are part of a pool or spa deck, so ask the county first.
